Gooi noted the need to maintain confidentiality regarding officers’ information while addressing workplace stigma. He highlighted that management should consider psychosocial and organizational factors that impact employee mental health.
The findings from the Digital Psychological Health Profiling System for Civil Servants (MyPsyD) indicated that 334 out of 8,681 civil servants in Penang require additional mental health support. For those identified as high-risk, the Public Service Department has set up intervention and referral processes in collaboration with the Health Ministry.
Gooi explained the protocols: stable individuals may be referred to Health Ministry clinics for assessment, whereas those in crisis will be directed to the nearest hospital for immediate care. Support options include counseling and psychotherapy, with tailored follow-up services.
He asserted that the MyPsyD screening should not be viewed as a label, as those at risk will receive further assessment to determine their needs. Gooi affirmed the state government's commitment to prioritizing the mental health of civil servants, as it influences both their personal well-being and the overall effectiveness of public service.
Additionally, Gooi mentioned the establishment of the Penang Mental Health Committee in 2024, which involves various departments and non-governmental organizations, aimed at enhancing collaboration and resource sharing in mental health initiatives.
He urged that support should extend beyond initial screening, noting that the Health Ministry runs the HEAL 15555 mental health hotline, available daily from 8am to midnight, providing emotional and psychosocial assistance. Community-based mental health services, including Mentari Malaysia, offer two centers in Penang: Mentari Butterworth and Mentari Penang.
