YOUNGSTOWN, Ohio – The Mahoning County Mental Health and Recovery Board has announced the addition of Rachel Wagner, a licensed social worker, to its team.

Wagner joins the board in the role of justice system behavioral health navigator. In this capacity, she will serve as the principal liaison between jail staff, court personnel, and community providers, focusing on coordinating care for individuals with mental health needs within the legal system.

She holds a bachelor's degree in criminal justice from Youngstown State University and a Master of Social Work degree from Cleveland State University. Previously, Wagner worked at Belmont Pines and served as a bailiff at the Youngstown Municipal Court under Judge Carla Baldwin. Additionally, she was an intake officer at the Juvenile Justice Center.

Duane Piccirilli, executive director of the Mahoning County Mental Health and Recovery Board, expressed enthusiasm about Wagner's unique background. He stated, “Rachel’s background in social work and criminal justice gives her a unique and invaluable perspective as she helps connect individuals with the care and resources available in our community.”
